It is a simple thumb rule of astrology to make the Dasha Lord as the Lagna for predictions even K.N Rao has Said that.

The main THEME of the life during the data would be of the nakshatra of the data Lord only.

For example if someone is running Shani mahadasha and Shani is weakly placed in the 6th house so obviously he will be having health problems throughout the Dasha irrespective of the bhukti and I have seen cases like that. Even if a very beneficial bhukti comes there will be temporary relief but it will start again.

What you need to understand is to judge a planet you have to analyze various factors it’s nakshatra,placement of nakshatra Lord,it’s placement in Navamsa,ashtakvarga.

You cannot evaluate a horoscope just by looking at the strength of a planet.

The strength of the planets are calculated looking at the Shadbalas, residential strength and their Ishtaphala and Kashtaphala which include everything there is in astrology to evaluate the strength of planets taking into consideration the exact degree of longitude of that planet at the time of birth with respect to the Lagna longitude and latitude.
