Yes. His Birth Chart supports Foreign settlement. He will get a Job any time soon (obviously, depends up on Govt norms and regulations as far as Corona is concerned). He can also do PHD at the same time.
However, He will always be a kind of lonely, isolated from family and may face mental unrest.
