Your 12th cusp sub lord (foreign travel) Mercury is in 4th house (native locality). Mercury is signifying 4th house, 11th house and 2nd house through his star lord and 11th house through his sub lord Saturn. So if we blend these you will have education in India only and you can not go abroad.
9th cusp (Higher education) sub lord Venus is signifying 9th house through Mars and 10th house through his lord ship. Venus is in 2nd house (finance). Sub lord Sun is signifying Saturn, lord of 6th house (non refundable loan) and 11th house (labha sthana). So you may get scholarship in your higher education. I presume that the institution would be a reputed one.
Current dasa is of Mercury-Moon bhukti upto 12-5-2026. Next comes Mars bhukti which is upto 9-5-2027. Moon is in the star of Saturn in 11th house and sub of Ketu (Ketu is in Mars star – 9th house lord). So Moon bhukti is good for higher education. Mars bhukti gives some disturbances.
