Your child will speak from 24-06-2024.
Her second cusp (house of speech) sub lord is Jupiter. Jupiter is in the star of Rahu in a watery sign. Jupiter is in the sub of Venus in a watery sign. That is why she will not speak now.
Jupiter is connected to airy sign which is a voice sign. Luckily there are no planets in the star of Jupiter.
So I assume she will start speaking from 24-06-2024 as Jupiter sub period starts since then. In the meanwhile kindly go through the advice of Sri TMR sir.
