So,Sani and Kuja are very strong in those houses.

As you know each planet is transiting in a star. That star is ruled by a planet. Hence the transiting planet gives the result of its star lord (transited planet). It is a fundamental rule.
In your doubt, Saturn is retrograde and is in 19 degree in 6th house from Kataka lagna. It means Saturn is in Dhanus in the star of Venus. For Kataka lagna Venus is lord of 4th and 11th. Saturn is the lord of 7th and 8th. So Saturn has to give the results of 4th and 11th through his ownership 7th and 8th. So marriage is one that is expected among other things. Every planet gives good and bad. It depends on the matter you take. If you take marriage, Saturn is in 6th. It is bad. But it is in the star of Venus in 11th. It is good, as 7th lord is in the star of Venus lord of 11th. You will gain through marriage or marriage partner provided the sub lord is also favorable. (What is sub lord? It is antara lord of the planet and Bhukti lord is the star lord of the planet.)
Hence retrograde does not have the effect in birth charts. There are other aspects also to be taken care of. Without all of these, we can not jump to a conclusion.
