Good Morning Sir, Please I want to know more about UPSE on clearing UPSC exam.

My birth details are:
Place of birth: Gwalior MP
Time: 12.05 pm
DOB: March 6, 1999

Sir, could you please tell me that will I be able to clear UPSC exam? and if so, when should I appear for the exam? and will I become an IFS officer?
