Why in the HE chart LMT is shown as GMT+4 and in SHE chart GMT+5 for the same place. clarify

In Tbilsi, the Day light saving is changed in different years. In 1993, it was +4 hours, while in 1996 it was changed to +5 hours . They are a funny people. From 2000 onwards it is constant.
