Looking at your horoscope, I see that lagan lord is in the 12th house, which is the house of foreign. Rahu is in lagan which also brings a strong inclination towards foreign settlement. As per your horoscope, the possibility of settlement is there but as Saturn is the planet of delays and obstacles, you are more likely to get the desired results during the Saturn mahadasha.
