The child has started his life in the Maha-Dasha of strongly placed Jupiter/Guru-dev (as per Vimsottari Dasha system), who is a Roga-Karaka – not really a benefic. To make matters worse, Moon/Chandra and Ketu are placed alongside Udaya Lagna in Libra/Tula Rashi. They are in very close conjunction… in fact, they engage in Planetary war of Graha-Yudha. So, the child does seem to have developmental delay.
Please let me/us know if you’ve sought medical help/guidance. If yes, what exactly is the diagnosis. If not done already, it might not be a bad idea to that done at the earliest.
