True your daughter has Mars, Venus, Sun and Jupiter apart from Rahu and Ketu exalted. But look at the fine print:

— Jupiter is the lord of 3rd and 12th Rasis.
— Sun is the lord of the 8th Rasi.
— Venus and Mars are relatively okay. Venus is a Yogakaraka too.
— Rahu in the 5th contributes to Sarpa dosha.
— Ketu with a debilitated Moon contributes to Grahana dosha.
— Mercury weak in the 4th Rasi.
— Lagna lord and 2nd Lord Saturn is in Rogasthana.

Additionally all planets shift backwards in the bhava chart.

On top of this, she started with a long dasha of Saturn, followed by that of Mercury till 2039. The good period of Venus expected only after 2046.

Pariharas for Sarpa dosha and Grahana dosha are needed.

You are right there are a number of Grahas/Planets (including the 8th lord of Randra-Sthana, 12th lord of Vyaya/Losses/Hospitalization, Badha-Karaka etc.) in their Uccha-Sthana or signs of exaltation and Swasthana. In local lingo there is a saying about one too many such placements driving a native mad. On a related note, the native seems to have a bit of detached relationship with her parents…

More importantly, Moon/Chandra seems to be adrift in the middle of nowhere, with no support on either side of the flanks while being placed in his Neecha-Sthana or sign of debilitation and caught in the Ketu-Rahu axis (this in my humble opinion is a chart-spoiler and capable of negating any positives in the birth-chart). In other words, she has a mind of her own, very indecisive by nature, mind runs wild, quite imaginative… is a loner with very few friends and limited social life. Inherent anger issues are not going to help her cause.

For the records, she started her life in the midst of Lagna Lord Saturn/Shani-dev’s Maha-Dasha (as per Vimsottari Dasha System), placed in the 6th house of Roga-Sthana. At the end of 2021, she switched to Maha-Dasha of 6th (& 9th lord) lord of Roga-Sthana Mercury/Budha. So, naturally she has had niggling and perhaps a bit of chronic health issues.

There are six planets in exaltation and why they are not able to give desired results. The Vedic astrologers explained their views. As a KP system follower, I too express my views. In KP system there is no exaltation, debilitation etc. Every planet has to give the results of its star lord.
The lagna fell in Capricorn at 17°41’22” which is co ruled by Saturn Moon Saturn. You are also aware that Saturn is the planet of delay and purification. Moon is the planet, who controls the mind and moves so fast. When the combination of Moon and Saturn is there. the native will have ideas to do so many things, but delays or postpone the things. Sometimes they will suffer from frustration.
Moon is the lord of 7th house in the 10th house. 7th house deals with partners, anyone with whom we deal. Moon stars are unoccupied. So Moon has to give 10th (profession, reputation) through the persons she deals. But Moon is in the star of Saturn in 5th house. So regarding the matters of profession there would be delays. In Moon period she may fall into love with anybody.
Again Moon is the sub lord of 3rd and 8th cusp. She will be always worrying or feels tensions. These are analysed through the lagna.
From birth Saturn dasa is operative upto 08-12-2021. As I said above, Moon occupied Saturn star in 5th house. Then Saturn has to give his star lord Mars result. Mars is (the lord of 3rd and 11th house) in 12th house. Even though it is exalted, it has to give 12th house results. There would be betrayal of friends. Her desires would be fulfilled.
Mercury dasa started on 08-12-2021 which is upto 08-12-2038. Mercury is in Aries in the star of Venus in 2nd house. Mercury is in the sub of Saturn who is discussed above. Mercury is signifying 2nd house, 6th house, 9th house through his star lord and 12th house, 11th house through his sub lord Saturn. In his bhukti she may not get satisfaction in her profession. There would be change of job.
Mwexuey dasa Ketu bhukti : 6-5-2024 to 3-5-2025. Ketu is in 10th house. Ketu is signifying his star lord Saturn in 5th house and Mars is 12th house. Ketu gives exhaustion in the job, unnecessary expenditure etc.
Mercury dasa Venus bhukkti : 3-5-2025 to 3-3-2028. Venus is signifying Jupiter (lord of 2nd and 12th) in 6th house. Venus is signifying her sub lord Rahu in 4th house. Rahu signifies 8th lord Sun in 3rd house. So she might be suffering from ill health and visiting hospitals thereby the expenditure is incurred. She may face tensions through journeys or communications. She would not be surety to anybody.

Your daughter is ran Shani Mahadasha till 2022. Shani is sitting in 6th House of obstacles, difficulties, challenges.

Now Mercury mahadasha is running from 2022. Mercury is again 6th Lord of obstacles, challenges and difficulties.

Thats why she had not experienced much result of exalted planets.

Good results of exalted planets is shown in its dasha.

But yet she will be having effect of exalted planets in her personality.

Mars exalted in Lagna -> she must be physically active, bold person. She will not be lazy, not a coward, or afraid and fearful. SHe will be strong person. She must be having a strong physical body.

Venus exalted in 3rd House aspected by exalted Jupiter – Good handwriting, interest in music, ability to play musical instruments. Singing.  Or some other art form interest must be there.

Exalted SUn in 4th House – Her mother must be a strong, majestic personality. Her mother must be a wise person with royal attitude. Exalted Sun in 4th House is known to give big house. Her mother must be a intelligent person who did good in her studies. Her mother may have sometimes lot of ego issues and ego clashes.

Exalted Jupiter in 7th House -> She is a wise person who is known to give teachings and guidance to others. Other people will assume her to be very wise, knowledgeable person.

When 2 exalted planet are sitting opposite to each other, they are known to weaken each other also as per observations based on many horoscope.

Neecha Moon yuti Ketu, is in Kemdrum yog -> lack of right focus, lack of right thinking is her biggest obstacle.

She must do remedies life long for Moon to get goot results of exalted planets in her life.  She must go to Haridwar for Ganga Snaan. She must fast on monday and go to Shiva temple every MOnday.  Doing jaap of ‘Om Namah Shivayaa’ Mantra after taking diksha for life long will be very helpful.
