GuestBirth in Moola nakshatra, specially the first two padas, are considered bad for mother-in-law (pada 2) and father-in-law ( pada1). This is the belief which makes people hesitate to marry Moola nakshatra girls.
But there are many instances of successful marriages with the in-laws living happily. Now-a-days people are also becoming more broadminded. Additionally, there will be prospective bridegrooms whose mother would have passed away. As such, no need to worry too much on this count.
Your sister is indeed in the 2nd pada of Moola nakshatra. Let her keep a practice of praying to Lord Ganesh if she is a believer. Things will be okay.
Generally for this nakshatra, a shanti is done soon after birth. I do not know if it has been done in your sister’s case. If not done at that time, there is no necessity to do so at present.

In the chart of your younger sister, 7th cusp (marriage) sub lord Moon is in the star of Ketu in 9th house (bhagya or purva punya sthana). Ketu as a node signifies it sign lord Jupiter in 2nd house (addition to family) and 7th lord Venus and Sun. Venus signifies Mercury in 11th house. So she is destined to marriage.
As Mercury is the lord of 6th house (separation by husband, her service in job), but 6th cusp sub lord Jupiter is signifying 9th through his star lord Moon and 11th house through his sub lord Mars.
As Venus is in 12th house (separation by the native), 12th cusp sub lord Rahu is signifying Jupiter in 2nd house (addition to family). As a node Rahu is signifying Mercury in 11th house (fulfilment of desires). So there would be no separation to them.

Going by the birth-details shared (and the Ayanamsa I use), Ascendent or Udaya Lagna is placed in the Zodiac sign of Aries or Mesha Rashi. Moon/Chandra is the 4th lord of Homely Comforts. He is placed in the Zodiac sign of Sagittarius or Dhanur Rashi and posited in the Lunar Constellation of Purvashada (not Mula/Moola, as claimed) Nakshatra, ruled by Venus/Shukra.
But then, Moon/Chandra is badly afflicted… he is closely conjunct Ketu, while being caught in the Ketu-Rahu axis. In fact, he seems to engage in a Planetary War or Graha Yudha with the headless Ketu (and seems to be chasing the tail) – not to mention the fact that Moon/Chandra is placed very close to Mrityu Bhaga (as per Saravali, Jataka Parijatam and Sarvartha Chintamani) and you are currently in the midst of Moon/Chandra Maha-Dasha (as per Vimsottari Dasha system), until late 2030. So, thinks seem to be stacked up for you.

Not sure how or why… but then, it looks like I had cast the birth-chart considering 18th March as the birth-date. For 17th March, Moon/Chandra was indeed posited in the Lunar Constellation of Mula/Moola Nakshatra.
