I just received my offer letter in October but my agent is delaying gte process and said that he may not arrange these..even his delay I just want to know whether I get my visa for Australia for feb intake or June intake as well as is it sure that I may receive it?

Contact your university directly and ask if you can submit GTE and arrange a COE on your own. Ensure your GTE is convincing and have financial proof ready (such as bank statements and sponsor details).
