Suggest you give him Goat’s milk grown in village surroundings for an year which could help him in getting his speech faculty. If it is not possible, you may get it from Amazon. I am sure you would have consulted a speech therapist who could also help.

I cannot say whether he will get his speech, but I find he has a good career house and he will have good communication skills. Look at the strength of his planets.
